Directs the Secretary of Transportation to select a route for a highway between Kansas City, Missouri, and Houston, Texas. Directs the Secretary, in selecting such a route, to utilize existing Federal-aid highways to the maximum possible extent.
Stipulates that the Federal share of the construction costs of any portion of such highway shall be 80 percent of its cost.
Stipulates that such highway shall be known as the Sam Houston Memorial Highway.
Authorizes appropriations in such amounts as may be necessary to carry out the provisions of this Act.
