Education of Gifted and Talented Children Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Commissioner of Education to carry out a program of grants to the States for the purpose of assisting programs that identify and provide special educational opportunities for gifted and talented children.
Provides guidelines for: (1) allotment to States; (2) identification of such children by local educational agencies; (3) local educational agency assistance applications; and (4) maintenance of records by local educational agencies regarding such children.
Provides for the participation of children in private schools in such grant program.
