A bill to establish an Executive Department to be known as the Department of Education, and for other purposes.

Establishes the Department of Education within the Executive branch of the Federal Government to take over specified functions of the Department of Health, Education, and Welfare and all of the functions of the Education Division of the Department of Health, Education, and Welfare.

Establishes the Federal Interagency Committee on Education to coordinate all Federal programs affecting education.
