A bill to amend section 2 of the National Housing Act with regard to a guaranteed loan program designed to encourage the acquisition and installation of solar energy thermal conversion systems in dwelling units.

Establishes, under the National Housing Act, a guaranteed loan program for the acquisition and installation of solar energy heating and cooling systems in dwelling units.

Directs the Secretary of Housing and Urban Development to pay to the lender the difference between five percent interest paid by the borrower and the interest rate charged on such loan.
