A bill to require free mass transportation service for physically or mentally handicapped individuals on mass transportation systems receiving Federal financial assistance, and for other purposes.

Amends the Urban Mass Transportation Act of 1964 to require recipients of Federal financial mass transportation assistance to provide mass transportation services free of charge to any individual who is prohibited from holding a valid driver's license or permit solely by reason of any physical or mental handicap.
