A bill to amend title 39, United States Code, to provide that the United States Postal Service shall be liable for the negligent handling or delivery of mail matter, and for other purposes.

Declares the United States Postal Service liable for any actual damages resulting from the negligence of its agents with respect to damaged, lost, or delayed mail. Sets monetary limits on such liability.

Creates a presumption that damage, delay, or loss of mail resulted from the negligence of the Postal Service. Stipulates that such presumption may be rebutted only by a clear preponderance of the evidence.

Defines "damaged mail," "lost mail," and "delayed mail" for the purposes of this Act.
