Extends the current 17-year term for patents of new drugs and new animal drugs from the date of issuance until the earlier of: (1) a date 17 years after the date on which the Secretary of Health, Education, and Welfare, or his delegate, first approves the application; or (2) a date 27 years after the date of patent issuance.
