A bill to amend title 38 of the United States Code to provide that monthly social security benefit payments shall not be considered to be income for the purpose of determining eligibility for a pension under that title.

Provides that monthly social security benefit payments shall not be considered income for the purpose of determining the eligibility of veterans receiving a pension prior to June 30, 1960, and the eligibility of veterans for a non-service-connected disability pension.
