Amends the National Trails System Act to establish national historic trails as a new category of trails within the National Trails System.
Sets criteria for the designation of a trail as a National Historic Trail. Directs the Secretary of the Interior to encourage the States to consider establishing historic trails as part of their comprehensive historic preservation plans.
Designates the Mormon Pioneer Trails, which runs from Illinois to Utah, as a national historic trail. Includes in the initial designation those elements located on Federal lands. Makes provisions for the inclusion of State, local and privately held lands. Directs the Secretary of the Interior to implement the provisions of this Act.
