A bill to amend title 23 of the United States Code, relating to highways, to authorize a program to separate rail-highway crossings in certain impacted cases.

Authorizes the Secretary of Transportation to furnish Federal financial assistance for construction projects to separate rail-highway crossings where the rail facilities have incurred a substantial increase in use as a result of coal transportation activities with the result of substantial delays in highway travel.

Stipulates that the Federal share of such a project shall not exceed 90 percent of its cost.

Authorizes appropriations out of the Highway Trust Fund for fiscal years 1979 through 1981 for such projects.
