Directs the Secretary of the Interior to establish specifications for an association of the residents of Red Mountain, San Bernardino County, California, which may through a trustee apply for a conveyance of certain lands. Provides that such application shall include: (1) a complete internal survey of the area; (2) information on the extent and character of any improvements and the names of the owners; (3) an indication of all unoccupied lots and lands; (4) a general land use plan for such area; and (5) any other requirements the Secretary may prescribe. Requires such association to verify that the owner is, at the time of enactment of this Act, and was on or before February 27, 1978, the true owner of improvements located within the area.
Authorizes the Secretary to convey lands after the submission of an application or supplements which comply with his specifications. Enumerates the conditions and reservations applicable to the conveyances. Stipulates that all minerals will be reserved to the United States together with the right to prospect for, mine, and remove minerals.
Provides for expiration of the Act if no application is received within five years of the date of enactment.
