A bill to provide that contracts for rental assistance payments under section 8 of the United States Housing Act of 1937 be administered by local public housing agencies whenever possible, to permit such agencies to manage section 8 housing and to give them control over the eviction of tenants, to provide for higher rents for units which are located in low vacancy areas or occupied by large families, and for other purposes.
Rental Assistance Reform Act - Amends the United States Housing Act of 1937 to permit a State, county, or municipal public housing agency to assist owners or prospective owners of rental property in the construction or substantial rehabilitation of housing for lower-income families pursuant to its annual contribution contract with the Secretary of Housing and Urban Development. Makes provisions for the relocation of persons displaced from a dwelling unit by such construction or rehabilitation.
Expands the role of local public housing agencies in the administration (including eviction of tenants) and the management of dwelling units for which assistance payments are to be made.
Adds specified provisions to be included in annual contribution contracts.
