United States-Mexico Joint Development Bank Act - Authorizes the President to enter into an agreement with Mexico to establish a United States - Mexico Joint Development Bank to make economic development loans to Mexico in order to alleviate illegal immigration. Sets forth the powers, authorized capital, rights, and structure of such Bank.
