A bill to amend section 422(c) of the Higher Education Act of 1965 to make a technical correction concerning the eligibility of certain new State agencies for advances to reserve funds under such section.

Amends the Higher Education Act of 1965 to change the date after which States establishing interest subsidy programs for guaranteed student loans may receive advances to reserves for making insurance payments under the State guaranteed loan program.
