A bill to amend part I of the Interstate Commerce Act to provide that certain provisions for the protection of railroad employees shall be prepared by the Commission in consultation with the Secretary of Labor and shall be subject to subsequent review by such Secretary.

Amends the Interstate Commerce Act to require that orders of approval made by the Interstate Commerce Commission for combination and consolidation transactions which may adversely affect railroad employees be made in consultation with, and be reviewable by, the Secretary of Labor.
