A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act to clarify the circumstances under which the Chairman of the Council of the District of Columbia may engage in outside employment, to provide a procedure for removal from office of a member of the Council of the District of Columbia who fails to maintain the qualifications for that office, to modify the requirements with respect to candidacy for certain public offices, and for other purposes.

Amends the District of Columbia Self-Government and Governmental Reorganization Act to permit: (1) two-thirds of the total membership of the D. C. City Council to expel a member who fails to maintain the required qualifications for his office; and (2) the Council Chairman to engage in occasional teaching, writing, or lecturing, as determined by regulations passed by the Council.

Deems as a resignation from, and a vacation of, the office of Mayor, Chairman or member of the Council, or member of the Board of Education, any act specified in this Act as constituting candidacy for any other such office the term of which will begin before the expiration of the terms of the office currently held by such person. Provides for a special election to fill such vacated office.
