Prohibits, during the fiscal years 1978 and 1979, the use of funds appropriated to the Department of Health, Education, and Welfare to carry out a program on smoking and health described by the Secretary of such Department on January 11, 1978.
Stipulates that smoking and health programs which were conducted between October 1, 1977 and January 11, 1978, and after January 11, 1978, with an amount of appropriated funds not in excess of the amount projected shall not be affected.
Limits the use of funds which were projected on or before January 11, 1978, to be expended to carry out the program on smoking and health, announced on such date, to expenditures for additional research during 1978 or 1979 on the harmful properties of tobacco and dangerous effects of smoking.
