Amends the Foreign Assistance Act of 1961 to require the President to submit specified economic and social statistics with respect to each developing country for which development assistance and security assistance is proposed under such Act, the Agriculture Trade Development and Assistance Act of 1954, or the Arms Export Control Act.
Requires the President to take into account the extent to which a country denotes natural resources to military rather than social needs in determining whether to furnish military education and training assistance.
