A bill to amend title V of the Elementary and Secondary Education Act of 1965 to establish a National Advisory Council on Quality in Education.

Amends the Elementary and Secondary Education Act of 1965 to establish an advisory body to be known as the National Council on Quality in Education.

Directs such Council to develop models to improve the quality of elementary and secondary education with particular emphasis on basic skills.
