State Civil Rights Committees Act - Requires the Commission on Civil Rights to establish advisory committees within each State under the Civil Rights Act of 1957 (previously the establishment of such committees was authorized but not required). Defines the term "States" to mean the 50 States, Puerto Rico, the District of Columbia, and the Virgin Islands.
