Marihuana Control Act - Amends the Controlled Substances Act to provide that the possession of not more than one ounce of marihuana for private use, of the free transfer of not more than one ounce of marihuana shall not constitute a crime against the United States.
Provides for a civil penalty of not more than $100 for such possession or transfer.
