A bill for the relief of Robert L. Stocker.

Directs the Secretary of the Department in which the Coast Guard is operating to cause a certain foreign-built vessel to be documented as a vessel of the United States upon compliance with the usual requirements other than the requirement that the vessel be built in the United States, so long as the vessel is owned by a citizen of the United States.
