A bill to amend the Internal Revenue Code of 1954 to permit certain individual taxpayers to postpone their estimated tax payments until the end of the year.

Amends the Internal Revenue Code to allow taxpayers with earned income of less than $10,000, and who are not subject to withholding, to postpone their estimated tax payments to the end of the year at half the normal interest rate.
