A bill to amend title 38, United States Code, in order to provide mortgage protection life insurance to certain veterans unable to acquire commercial life insurance because of permanent and total service-connected disabilities.

Directs the Administrator of Veterans' Affairs to provide mortgage protection life insurance (not to exceed $40,000) to any veteran who is entitled to compensation because of a permanent and total service-connected disability, and who is not eligible for regular mortgage protection life insurance.
