A bill to amend title XV of the Public Health Service Act to provide flexibility in the application of national health planning guidelines to rural areas and to areas of disproportionately high proportion of elderly people.

Amends the Public Health Service Act to exempt from guidelines prescribing hospital occupancy rate, hospital-bed to population ratio or minimum number of deliveries for an obstetrical unit, those health systems agencies in rural areas and in areas having a service area with a higher than average percentage of residents who are 65 years of age or older.
