A bill to condition the approval of Federal highway aid projects in a State on the establishment by that State of a system of identification and penalties for use in reserving parking spaces for motor vehicles used by handicapped individuals.

Stipulates that after two years the Secretary of Transportation may only approve Federal aid and highway projects in a State if the State has established a system of identifying motor vehicles used by handicapped individuals and has established minimum and maximum fines for parking a motor vehicle not so identified in spaces designated for the handicapped.
