Nongame Fish and Wildlife Conservation Act - Authorizes the Secretary of the Interior to provide financial assistance to designated State agencies to assist in the conservation of fish and wildlife and their habitats. Directs the Secretary to prescribe by regulation standards to provide that management plans result in the conservation of fish and wildlife.
Establishes standards for each preliminary conservation plan and comprehensive conservation plan.
Sets forth the procedure by which the Secretary shall consider for approval State management plans.
Authorizes the reimbursement for costs incurred by a State in developing or revising a conservation plan and for implementing nongame fish and wildlife projects. Stipulates that such reimbursements to States for preliminary conservation plans and the implementation of projects under such plans be for cost incurred before September 30, 1988. States that after October 1, 1988, no more than 75 percent matching Federal funds may be received by a State for the development, revision, or implementation of any comprehensive conservation plan.
Sets forth the terms and conditions of reimbursement.
Establishes an allocation formula for funds appropriated for administration and reimbursement of States.
Authorizes the Secretary and other appropriate Federal departments or agencies to assist through loan of personnel, equipment, or information in the development or revision of any State's conservation plans.
Authorizes appropriations not to exceed $10,000,000 for each fiscal year 1979, 1980, and 1981 for reimbursements of costs to States with respect to development and revision. Authorizes the appropriation not to exceed $90,000,000, for the period beginning October 1, 1978 through September 30, 1981, for reimbursements made to States implementing nongame fish and wildlife conservation projects.
