Amends Title IV (Aid to Families with Dependent Children) of the Social Security Act to authorize the States to establish community welfare boards. Requires such boards: (1) to institute and implement a program for the elimination of welfare fraud in the community which the board serves; (2) to conduct a continuing evaluation of government policies affecting the program of aid to families with dependent children; and (3) to consider and review determinations of State agencies which involve eligibility for aid under such program and which are referred to the board by an individual.
Sets forth procedures which a community welfare board must follow in reviewing an eligibility determination of a State welfare agency.
