A bill to amend section 8332 of title 5, United States Code, to provide for the inclusion in the computation of creditable service periods of certain service rendered as an employee of a State or an instrumentality of a State, and for other purposes.

Includes as creditable service for civil service retirement purposes, service of an employee of a State whose principal duties related to the carrying out of specified Federal-State cooperative programs if such person later becomes a Federal employee.
