Extends the provisions of the Flammable Fabrics Act to construction materials used in the interiors of homes, offices, and other places of assembly or accommodation. Directs the Secretary of Commerce to determine toxicity standards or promulgate other regulations when there is determined to be a danger from the toxic byproducts produced by the burning of such substances.
