Amends the Public Health Service Act to authorize the President to make annual National Cancer Research Awards and State Cancer Research Awards to individuals making meaningful contributions to the prevention and treatment of cancer.
Requires the Director of the National Cancer Institute to make award recommendations to the National Cancer Advisory Board for submission to the President.
