Constitutional Amendment - Permits the Government to hold a person to answer for any crime against the United States either on the basis of a presentment or indictment of a grand jury or pursuant to an information signed by an attorney for the Government and stating the essential facts of the crime charged.
States that this amendment shall not affect the power of Congress to enact appropriate legislation to require a presentment or indictment of a grand jury to hold a person to answer for enumerated offenses or classes of offenses.
