Constitutional Amendment - Allows the Government to hold a person to answer for any crime against the United States only on the basis of an information signed by an attorney for the Government and stating the essential facts of the crime charged.
States that this Amendment shall not affect the power of Congress to enact appropriate legislation to provide for the impaneling of, and procedures with respect to, any grand jury whose sole function shall be to investigate any crime against the United States.
