Joint Resolution to amend the Constitution to provide for representation of the District of Columbia in the Congress.

Constitutional Amendment - Provides that the District of Columbia be treated as a State for purposes of representation in the Congress, election of the President and Vice President, and Article V of the Constitution of the United States.

Repeals the provisions of the twenty-third amendment to the Constitution of the United States.
