Constitutional Amendment - Revises the procedure for the election of the President and Vice President.
Grants each Congressional district established by the respective States pursuant to this Article one electoral vote and each State two at large electoral votes, such votes to be cast for the pair of Presidential and Vice Presidential candidates receiving a plurality of popular votes within the appropriate jurisdictions.
Grants the pair of candidates receiving the most votes nationwide 50 electoral votes if it received at least 40 percent of the popular votes cast.
Declares the pair of candidates receiving a majority of electoral votes President and Vice President.
