Joint resolution to encourage formation of an international organization for the conservation of whales.

Declares it the sense of the Congress that the United States should work within the third United Nations Conference on the Law of the Sea toward establishment of a single international organization to insure the conservation of whales and other cetaceans on a global basis.

Declares it the sense of the Congress that in order to achieve whale conservation as soon as possible, a service of bilateral and multilateral initiatives with nations having an interest in whales should be undertaken immediately by the Department of State.
