Constitutional Amendment - Limits a President to a single six-year term.
Revises the procedure for electing the President and Vice President to, among other charges: (1) designate a party's Vice Presidential candidate to Presidential candidate upon the disability or resignation of the Presidential candidate; (2) abolish the present electoral college system and, determine the President and Vice President by popular votes; (3) establish a back-up electoral vote system to be used if no pair of a Presidential and a Vice Presidential candidates receives a majority of popular votes; and (4) conduct a popular run-off election if no pair receives a majority of electoral votes.
