Establishes a joint congressional committee of five Members from each House of Congress known as the Joint Committee on Internal Security to investigate Communist and other subversive activities affecting the internal security of the United States including activities aimed at overthrowing or altering the form of government in the United States by unlawful means or which incite or employ violence or any unlawful means to obstruct justice.
