Joint resolution relating to the establishment of an international organization for the protection of whales and other cetaceans.

Directs the United States to work within the third United Nations Conference on the Law of the Sea to establish an international organization for the conservation and protection of whales.

Directs the Department of State to undertake a series of bilateral and multilateral initiatives with nations having an interest in whales in order to achieve whale conservation as soon as possible.
