Joint resolution proposing an amendment to the Constitution of the United States with respect to the right to life.

Constitutional Amendment - Declares that the term "person", with respect to due process and equal protection shall apply to human beings, including the unborn irrespective of age, health, ability to function or condition of dependency. Prohibits the deprivation of life to an unborn person, except under laws permitting medical procedures which physically verifiable facts establish are required to prevent the death of the mother.
