Constitutional Amendment - Revises constitutional procedures for election of President and Vice President to (1) direct that a popular election for the offices be held on the first Tuesday after the first Monday in the November immediately proceeding the January in which the current term of the President ends, (2) require that each candidate for President be paired with a candidate for Vice President, (3) determine electoral votes on the basis of the popular vote with Congressional districts rather than within States, (4) provide for the election of the President and Vice President, if no pair of candidates receives a majority of electoral votes, by the House and the Senate combined, each state to have one vote, and (5) authorize Congress to provide for the case of withdrawal, disability, or death of a Presidential or Vice Presidential candidates, the President-elect, or Vice President elect.
