Expresses the sense of Congress that the State of Illinois and the City of Chicago should host the 1992 official celebration of the five hundredth anniversary of the discovery of America by Christopher Columbus.
Authorizes the President of the United States to issue a proclamation calling on the people of the United States to join with the people of Illinois in observance of the quincentennial celebration.
