Joint resolution proposing an amendment to the Constitution of the United States to establish a procedure in addition to impeachment for the removal of judges of the Supreme Court of the United States whose conduct is or has been inconsistent with the good behavior required by article III, section 1, of the Constitution.

Constitutional Amendment - States that whenever the Senate finds upon a two-thirds vote of its Members that a Supreme Court justice is unable to discharge one or more of his critical duties by reason of permanent disability, including habitual intemperance, such justice shall be removed from office upon concurrence of the House of Representatives.
