Constitutional Amendment - States that whenever the Senate finds upon a two-thirds vote of its Members that a Supreme Court justice is unable to discharge one or more of his critical duties by reason of permanent disability, including habitual intemperance, such justice shall be removed from office upon concurrence of the House of Representatives.
