Constitutional Amendment - Provides for the representation of the District of Columbia in the Congress.
Authorizes the election of two Senators and the number of Representatives in the House to which the District would be entitled if it were a State.
Provides that this amendment shall have no effect upon the present system for selecting the number of electors for President and Vice President to be appointed for the District.
