Constitutional Amendment - Allows for popular enactment and repeal of laws, except those with respect to: (1) declaring war and similar matters; and (2) making specific expenditures, limiting appropriations for defense, or relating to foreign affairs.
Requires a petition signed by a number of persons equalling at least eight percent of the total number of persons voting in the last Presidential election in each of a number of States equal to at least one more than one-half of the number of the several States to place such an issue on the ballot. Requires such a proposed law to receive a nationwide majority of the votes cast to pass.
