A resolution directing the Administrator of Veterans' Affairs to recommend to the Congress ways of improving the quality of health care provided the Nation's aging veterans.

Directs the Administrator of Veterans' Affairs to prepare and submit to the Committees on Veterans' Affairs of the Senate and House of Representatives a report containing recommendations and proposals for means of improving the delivery of health care and related services to senior veterans not later than December 31, 1979.

Defines senior veteran for purposes of theis Act as a veteran 60 years of age or older.
