Summary

Authorizes the Secretary of the Treasury to guarantee payment of principal and interest on loans in accordance with the provisions of the New York City Loan Guarantee Act of 1978 in amounts not to exceed $1,650,000,000. Appropriates effective October 1, 1978, such amounts as may be necessary for payments of financial obligations guaranteed pursuant to the New York City Loan Guarantee Act of 1978, to remain available until September 30, 1998.
