Directs the Administrator of the General Services Administration to submit to Congress a study on the restoration of the Pension Building in the District of Columbia to house the Museum of the Building Arts.
Requests the Chairman of the National Endowment for the Arts and the Secretary of the Smithsonian Institute to report to Congress by January 1, 1979 on the feasibility of operating such a museum.
