A resolution to urge Presidential action to obtain Soviet compliance in conformity with the Helsinki Final Act.

Expresses the sense of the Congress that the Soviet Government should terminate its unjust trials and incarceration of members and affiliates of the Soviet Helsinki Groups and allow these persons to pursue their lawful activities on behalf of basic human rights.

Urges the President to express to the Soviet Government the adverse effects such trials will have on issues of economic, strategic, and other importance between the United States and the Soviet Union.
