A resolution to urge Presidential action to obtain Soviet compliance in conformity with the Helsinki Final Act.

Expresses the sense of the Congress that the Soviet Union should terminate its incarceration and trials of members of the Soviet Helsinki Groups.

Urges the President to express to the Government of the Soviet Union the effect such actions may have upon economic, strategic, and other matters of mutual importance between the United States and the Soviet Union.
